Actually, although the technology may have existed at the time, the telegraph wasn’t even introduced into Japan until 1869, so Lincoln was already dead for four years by that time
Japanese immigrants began to arrive on Hawaii (which admittedly wasn’t annexed yet) as early as the 1860s, and a few might have arrived on the mainland with the Chinese railroad workers and gold rushers in 1849+
The means and opportunity were both present, so now there’s just trying to figure out what motive a samurai would have to send a fax to Lincoln.
