Actually, although the technology may have existed at the time, the telegraph wasn’t even introduced into Japan until 1869, so Lincoln was already dead for four years by that time

The means and opportunity were both present, so now there’s just trying to figure out what motive a samurai would have to send a fax to Lincoln.
